However, the project was only funded in part, as the cost of curb extensions increased from $150,000 to $300,000. After additional analysis by the Department of Transportation, this particular intersection was not identified as a priority for safety improvements. Between 2010-2015, the intersection was the site of just two pedestrian injuries. As a result, the agency recommended we not move this project forward, given that it would require an additional $150,000 to complete. Council Member Lander's office reallocated the $150,000 to the Parks Department to fund Borough-wide Parks equipment including log loaders and bucket trucks and some funding to support the renovation of Brooklyn Park Headquarters.

First, ArtBuilt was not eligible, so they partnered with Space Works - who submitted the non-city capital application and was eligible. Now, spending funds is difficult. In order to be eligible, each studio needs to be at least $35k - only for purchasing materials. The trailer is only $12k. ArtBuilt wants to become a city vendor. They'd build everything and then SpaceWorks would buy it from them. DCLA doesn't want art build to become a city vendor. DCLA's misunderstanding of ArtBuild's role. Catherine to continue managing this one and keep me posted. December 28, 2017: They've found a vendor in Massachusetts - they may need to become a City Vendor. They are RV certified and financed. Lots of long-term reasons for this to happen. There will be more need for more of these. SpaceWorks will still need to be the "non-city" group that either receives the funding or gets billed by vendor. Esther is going to Massachusetts on 1/17 to see the vendor's production facilities. From there, we should have options to move forward.

After completing a feasibility study at Church & Coney Avenue, DOT informed our office that curb extensions are not feasible at this location due to a freight route. Instead, DOT installed a leading pedestrian interval (LPI) intersection (that shows a walk sign for pedestrian before showing a green light to car traffic) in August 2017. DOT is also undertaking a feasibility study for curb extensions at Caton Ave. & Coney Island Avenue.

Allocation History (Internal): Project won funding in the second year of participatory budgeting (2013). It includes curb extensions as well as the removal of troley tracks and street resurfacing. We were previously told that this project would begin Summer 2016, but the project was delayed. Then they delayed the project even further to avoid the school year. But when construction finally did begin in Summer 2017, they went to DEP to coordinate underground work. DEP shared that a watermain needed upgrades. But when they went to dig to find the watermain, it wasn't there. NYC Transit had apparently moved the waterline without notifying the other angencies about its updated location. So DDC had to do test-digging to find the watermain. In addition to that, DOT requested that they install some bus pads while doing work in the area. For that, DDC had to register a change order. The contractor sometimes will work without a change order, but in this case, the contractor did not agree to move forward without it. By the time the change order was registered with the Comptroller, the it was too cold to continue work. They estimate to start up again during Spring 2018 (ahem...during the school year).

Allocation History (Internal): The project is the result of a proposal submitted by DOT for $300,000 to make permanent four painted curb extensions along Hicks Street - at the intersections of Kane Street, Sackett Street, Union Street, and Summit Street. Our understanding is that the funding would supplement $600,000 allocated for the same purpose by former Assembly Member Joan Millman. This project was the top vote-getter in the fourth year of participatory budgeting (2015). My office bears some responsibility for the delay on this project. We mistakenly mis-allocated the $300K in the FY 17 budget to other projects. When we discovered the mistake, we attempted to reallocate $100,000 that incorrectly appeared in the FY17 adopted budget as DOT funding for an ineligible lighting project on Atlantic Avenue. Unfortunately, this change can only be made upon the passage of the FY18 budget in June. In addition, in FY17, my office unsuccessfully attempted to restore an additional $150,000 from the FY16 budget. Recently, DOT indicated that the original cost estimate of $300,000 will only allow for curb extensions at two of the four intersections - at Kane Street and at 1st Place. So the cost of the total project has apparently doubled to $600,000. Without any explanation, DOT submitted a new proposal to participatory budgeting volunteers to consider an additional $100,000 for this project, with which the agency “might be able to explore an additional curb extension."

Status____________________: Funds allocated to Wildlife Conservation Society in June 2018. The equipment needed has been ordered and on its way. The researcher has gone to Prospect Park to scout out where to put the recorder. The permanent recorders go up first and are the main part of the study which records bat 24/7. Once the equipment arrives, the researcher will set it up at the site. The site that may be most possible is near the zoo but within Prospect Park (Near the Audubon Nature Center). The researcher was required to get a permit to complete the research in NYC parks, which was submitted in July and approved in September. As a result of this permitting delay, the goal is to put the recorder in place for the month of October to test the location—lots of activity happening. This is when the bats will have an active period before going into hibernation or migration in November through February. It would give us a good idea on whether this location will result in recording bat calls. She would take the recorder down in November and resume recording in March 2019 when the bats come out of hibernation and into June. Therefore, covering the seasons as original proposed.
