In addition to that, DOT requested that they install some bus pads while doing work in the area. For that, DDC had to register a change order. The contractor sometimes will work without a change order, but in this case, the contractor did not agree to move forward without it. By the time the change order was registered with the Comptroller, the it was too cold to continue work. They estimate to start up again during Spring 2018 (ahem...during the school year). In addition, in FY17, my office unsuccessfully attempted to restore an additional $150,000 from the FY16 budget. Recently, DOT indicated that the original cost estimate of $300,000 will only allow for curb extensions at two of the four intersections - at Kane Street and at 1st Place. So the cost of the total project has apparently doubled to $600,000. Without any explanation, DOT submitted a new proposal to participatory budgeting volunteers to consider an additional $100,000 for this project, with which the agency “might be able to explore an additional curb extension." The equipment needed has been ordered and on its way. The researcher has gone to Prospect Park to scout out where to put the recorder. The permanent recorders go up first and are the main part of the study which records bat 24/7. Once the equipment arrives, the researcher will set it up at the site. The site that may be most possible is near the zoo but within Prospect Park (Near the Audubon Nature Center). The researcher was required to get a permit to complete the research in NYC parks, which was submitted in July and approved in September. As a result of this permitting delay, the goal is to put the recorder in place for the month of October to test the location—lots of activity happening. This is when the bats will have an active period before going into hibernation or migration in November through February. It would give us a good idea on whether this location will result in recording bat calls. She would take the recorder down in November and resume recording in March 2019 when the bats come out of hibernation and into June. Therefore, covering the seasons as original proposed.
